Up on the release of our Six Month Performance Report, we are able to note that most of you including some media organizations have been puzzling about the number of mobile subscribers. The major source of the puzzle is our end of 2010 Ethiopian Fiscal year report that states the number of subscribers as 65.7 Million without excluding 22.26 million deactivate and 8 million idle numbers. The report should have indicated only active mobile users which was 35.44 million.

At the beginning of this budget year, Ethio telecom announced to the public its plan of mass data clearing and recycling of mobile numbers that have not been used for more than two years. Accordingly, by taking into consideration the International Telecommunication Union (ITU) standard and operators business practice, Ethio telecom cleared 18.4 million numbers from its system. These cleared mobile numbers have been recycled and made ready for sale since 21 December 2018.

In addition, by applying SIM Card life cycle management rules, we have cleared close to 4 million mobile numbers while additional numbers are under consideration. In nutshell, the 39.54 million is the exact mobile customers in our system out of which 4.17 million have joined the service in the first half year.

We would like to emphasize that having accurate data is important to our strategic business interventions and must respect the ethical business and industrial practices. It is also equally important for policy makers, researchers, business community, media and all other interested parties to have accurate data for their engagements.
