Introduction and Background

Ethio Telecom, Ethiopia’s leading telecom and digital service provider, operates Zemen GEBEYA, a digital marketplace launched in May 2025. It connects merchants and consumers nationwide through merchant portals, apps, and logistics systems. Under the Next Horizon Digital & Beyond 2028 Strategy, the company seeks potential partners to scale Zemen GEBEYA logistics operations via a hybrid model, enhancing coverage, reducing costs, and integrating eco-friendly practices. This EoI solicits information from 3PL companies, motorcycle associations/individual/ riders, and bicycle riders to identify capable partners for transportation, last-mile delivery, storage, and reverse logistics across Ethiopia.

  1. Purpose of the EoI

The EoI aims to:

  • Gather data on capabilities, experience, and alignment with Zemen Gebeya’s needs.
  • Assess potential for non-exclusive, contract-based, or pay-per-use partnerships.

Responses will not bind Ethio Telecom but may lead to invitations for further engagement.

  1. Scope of Services

Partners will engage in:

  • Transportation and Last-Mile Delivery: Urban/rural shipments within the same city & town or across regions, load consolidation, and specialized handling (e.g., refrigerated, livestock).
  • Warehousing and Storage: Local fulfillment centers and pickup points.
  • Reverse Logistics: Returns processing.
  • Operations: Integration with Zemen GEBEYA’s logistics portal and Dispatcher App; tracking via GPS/API.

Geographic focus: Addis Ababa and regional cities (hyperlocal), regional connectors (100-400 km), long-distance routes (300-1,000 km), and remote access.
